Hazard mitigation plan status and a risk-assessment baseline packet for every U.S. county, built from public federal data.
Each county page shows where its hazard mitigation plan stands and offers a date-stamped packet of federal data organized to FEMA's Local Mitigation Plan Review Tool, Element B. It is a starting point for the plan's risk assessment, not a plan and not a substitute for local data or FEMA review.

As of 2026-09-28, the county-level hazard mitigation plan of 1,673 of 3,232 U.S. county areas (52%) has lapsed, is not yet adopted, was never in place or expires within 24 months: 738 lapsed, not yet adopted or never covered (158 of them await local adoption of a plan FEMA approved or found approvable), 532 expire within 12 months and 403 expire in 12 to 24 months. Another 132 have no county-level plan row in FEMA plan data and are not counted in that figure.

Lapsed plan: Generally not eligible for FEMA mitigation project grants (HMGP, FMA) until a new plan is approved, barring a 44 CFR 201.6(a)(3) exception. Planning grants are not affected. Not yet adopted: a jurisdiction whose plan FEMA approved or found approvable is not yet eligible until it adopts the plan. Counts are county areas (counties, Virginia independent cities, Connecticut planning regions and equivalents), each at the status of its own plan row.
